Do you have a USB-C for your computer? Or headset ?
During this reboot, you need to connect USB-C.
During the power on then hold power and vol up until the samsung logo appears... and then let go of them both at the same time.
You should find access to the boot menu. From here you can select cache wiping.
This may resolve some issues for you.
If not then you might want to consider a full factory reset from the same menu... but be aware you will lose everything on your phone.
