I'm most interested to know how to get to your screen with filter on your posting above (unfortunately I couldn't find the post number). I expect to explore doing it myself.
I have no problem adding beautiful sky on photos, working on PC, but I expect to do it on Android phone, S22 Ultra. It is a new way to me.

In Google Photos open Snapseed. In Snapseed, click on Styles instead of Tools. You see portrait, smooth, pop etc at the bottom, these are filtering options, but in the case of your picture, they won't really help much because the sky in your picture isn't blue at all. That's why you need to use the brush, and later you can use Styles.

What is Google PhotoScan?
I saw in your status bar that you have Google Photos app. So, open Google Photos app, choose picture which you want to edit, scroll all the way to the right and you'll see Snapseed, tap to Snapseed and you will see styles and tools.
Picnic you can't open in Google Photos if you not see it. See my picture on page 2, you will si apps One Drive, Lightroom and Snapseed., that's apps you can open in Google Photos app

I think there is a problem here.
After starting Google Photo, I must select a photo first. Otherwise I can't find snapseed. If selecting a photo,
-> Edit
only following items found;
Suggestion
Crop
Tools
Adjust
Filters
Markup
More
No "Styles" found
-> More
showing "OneDrive" and "Snapseed"

Sorry, I thought it was implied that you had to select the image and tap edit, so it's similar on the computer..
Now, you click on Snapseed and you will see Styles on left bottom and choose that-this are filters in Snapseed.
What you mentioned are the editing options in Google Photos and they are also good.
