Alright I'll try to provide some clarity.
1. My issue was that whenever I went on any app and chose to attach an image or video file it would open up this small window in which you choose your files it would display the most recent images going from top to bottom and at the very top you could choose from albums, HOWEVER those albums were only 'Camera' 'download and 'Screenshots' none of my personally created albums would show; no matter if I moved them into the "Pictures" or "DCIM" folder. I thought that maybe by moving my personally created albums to the "pictures 2" folder I created in the android folder that my applications might then finally show me those albums to choose from. The problem wasn't not seeing the Albums in the gallery (they were visible in my gallery) it was being unable to see or use those as a source to pluck an image or video from them when using certain apps as when the window to choose an image or such popped up it would only display stuff from the 3 albums mentioned prior. I don't know if media picker was the right word, I'll try to provide an image of what I mean:
Prior to me moving my album folders to the pictures 2 folder I created I only had the option to choose from the 3 albums I mentioned and it would only display things from these 3 albums (camera download and screenshots) as you can see I can now access all of my albums again.
