Galaxy watch5 Manager blocks notifications after phone restart

Hello, I have a problem with galaxy watch5 Manager, after I updated my phone to android 14, every time when I restart the phone, all new notifications are missing (on the phone, and on the watch), I found that when after restart I turn off access to notifications for galaxy watch5 manager, and turn on again, everything works fine. I've tried to clear cache, delete and install app, factory reset phone, nothing solved this bug.

Same here with Galaxy watch 5 and after updated the phone to Android 14. When I reboot the watch I have to allow notifications to galaxy wear app...
