It seems to be getting worse, here is a good Samsung link which summarises better the fixes I found via Google, but even after all that the same issue.

For those affected by this issue, please head to Settings > Device care > App protection > Tap the 3 dots in the top right > App protection settings > Toggle this feature off for around 5 seconds, then on again.
Alternatively, toggle off 'Auto scan when installing apps' to see if this helps. Credit to @Kruk for the suggestion in the thread below.
