Costco money back offer

I bought a Bespoke cordless vacuum from Costco with the cashback offer … I have tried and tried to redeem the money for my old vacuum. The form does not work … I feel cheated by Samsung 😡 

the customer service number doesn’t connect 😡 

I thought we were past making promises that are not true. 
Mia anyone else having this issue ?
