You could try this Reset Process > Tap on the Cog to launch your phone's Settings > Apps > Tap the three vertical dots in the right hand corner. > Hit Reset App Preferences > Check if that helps.
Can your phone connect to other sources of Wi-Fi ok ?
If Yes then this perhaps leads to the issue solely with your apartment Wi-FI not communicating with the phone properly or visa versa.
It might be beneficial to change wireless channel if you can and choose 2.4ggz over 5hz etc.
Also you could delete the pairing between the phone and your Home Router and then and reset things back up as a process of elimination.

@foxxxxi: You may wish to try heading to Settings > Connections > Data usage > Allowed network for apps > Tap on an affected app, and makes sure that 'Mobile data or Wi-Fi' is selected.
If the above isn't applicable, please can you confirm if the issue persists when you are connected to another Wi-Fi network (a friend or family members), or Mobile data? This will help to determine if the issue lies with the phone, or your apartment Wi-Fi.
