I had this issue earlier this spring and an update fixed it, however this time nothing I've tried has worked. I restarted it, I put it in safe mode and reset my wifi & bluetooth, still won't turn on in safe mode or normal. Short of doing a factory reset, not sure what else to do. I really don' want to do a factory reset, as a lot of people have indicated that didn't work either. This started happening before this latest update. I did the update hoping it would fix it, but it didn't make any difference. I'm going out of the country next week, and this couldn't happen at a worse time. I won't be able to use my phone without wifi. My bluetooth is working fine.

I'm sorry to hear of the Wi-Fi issues on your phone.

I appreciate you don't want to try a factory reset however if a Samsung Service Centre assess the phone this would be one of the troubleshooting steps they'd start with.
This may or may not help as your aware.
