I have the same problem. Did everything just like you. The store put a new sim in it but didn't work. Insurrence won't cover it. Just a few months out of warranty. The only saving grace is I do have mobile data and blue tooth. But I can no longer connect to tv but apparently I can still hook up to my windows PC. I do have blue tooth fortunately. I dont believe there is nothing to be done. It does give perspectives on the next phone I have to get. There is no reason why a phone that cost this much for the software to be faulty. Don't know how what my next phone is going to be but everything better be funtionable. So sorry, I'm in the same boat.

I'm going to OnePlus Fold when the next it we ratin come out Very dissatisfied with quality of my Samsung Fold 3. Now on my 4th one through TMobile insurance.

Issue SOLVED !!!!
I faced the same issue , try all methods and Finally get you the ONLY Solution :
1- open call app
2- type this code : *#2663#
3- Select " refresh WIFI version "
4- the Phone will auto restart
That's all folks , your wifi will work again
