Annoying grey notification bubble

My phone shows these bubbles of info all the time. They stay there forever. Can I get rid of them?

Is it just that particular info bubble or more @LIBERTYNETWORKS ?

You can change the settings in your phone to allow Home Screen content movement if that helps.

Go to Settings, Advanced Settings, then (1/2 way down) Time to Take Action & set to default!!! What a pain in the butt that was, but im glad im not the only one with it!!
