It should be updated to the latest version soon. As the S25 series has been launched recently. It's like this with every new phone when its gets released.

honestly i got a xiaomi pad6 and 13pro t and they also are on oct  or nov patch - so seems something to do with google

Yes. My S23 is on the January google Play update. And February security update. You can check if there is a Google Play Store update by launching the Google play store, clicking on your profile, then settings scrolling down to about, and then update Play Store
