Is this a user interface issue?

It appear to happen on several apps, this is the Nike sneakers app and at the bottom of the app doesn't go any higher, meaning half the notify me message is missing. Is this a Samsung issue, one ui issue, Nike app issue. 

It also happens with WhatsApp, where I open the app and have to scroll down to see the latest message.

Yes, it's the notification that an app is opened and being used, personally I like it.

Yes but there is nothing i can do about it. Doesn't bother me at all actually. Reminds me of older Android versions that i also used on Samsung phones and the top screen was filled up with all kinds of notifications and I liked it alot.
