New s25+ RCS not sending to individual people

Hello, 

Recently (3 days ago) updated my s20+ to an s25+ and noticed now I cannot send RCS (it just says waiting until online or send now as SMS). Oddly enough, if i create a group chat, the RCS message will immediately send. It will also work when sending to another android user. Has any one experienced this?

Samsung support couldnt help and is sending me to a repair shop. 

Also never had this issue on previous s20+.

Updated/transfered using smartswitch? I would remove and reinstall messages app

Yes, used smartswitch. I have removed the message app, reset all settings, etc and no luck. Looking like I am going to return this device and re order a new one since no one seems to solve it.
