I am having similar issues with my S25 Ultra. I am finding my brightness rarely ramps up properly in direct sunlight. My old S22 Ultra puts it to shame. I have made a routine and widget to disable all of the extra dim and adaptive brightness off and turn on extra brightness. It only helps minimally. It seems completely random when the screen will decide to brighten up to the level of the S22 Ultra. All of the eye comfort and extra dim settings seem to override the devices ability to go to max brightness, completely different behavior than the S22U. I've got a Moto Edge 2024 that can get brighter on a regular basis than my S25U. Something is seriously wrong with the software. This does not seem to be a bad device as I am on my second S25U due to what I thought was a defect with the brightness. This second one has the same brightness issue.

A 100% software issue. I'm owning a S25 and I had a S25 Ultra for a month before I sold it. Both phones genuine Samsung phones. Both phones behave exactly the same. My issue is with the Adaptive brightness not being able to dial down manually when direct sunlight hits, which causes over-brightness, loss of details on the screen, flickering while taking photos and overall too bright display.

The behavior of my old S21 FE regarding the "Adaptive brightness" is miles ahead of the S25/S25 U. So, something was done poorly on the SW side, like many other things that are being messed up lately. Sadly, it's a trend observed by many companies, not only Samsung.
