Voice access language download

Does anyone has any issue downloading language pack after turning on the Voice Access?

My phone keeps looping at Downloading...

Nope. Got the ok for the download and after pressing, same situation.

Which one do I delete because after deleting voice access it just wast you to download again then it ask you to download language update but keeps on looping
