Voice access language download

Does anyone has any issue downloading language pack after turning on the Voice Access?

My phone keeps looping at Downloading...

go to your apps, find voice access and hit force stop . You can't delete it.  Now activate Voice Access per usual and it will prompt you to download with separate window to confirm 65 Meg download. That's all to it.

My Samsung Galaxy A35 5G doesn't have "Voice Acess Settings", only "Voice Acess", and there there's no "Help and Feedback" option to choose.

Yes it's been trying to download the English language which to me should be already loaded. I tried the uninstall recommendation but it wasn't successful.  I just turned voice access off. It's way to annoying to get the download request constantly.
