Streaming video can't get above 1080p

So as stated in the title I can't get the quality of picture above that, the handset resolution is set to max quality as is the streaming service ( prime video ) yet on 4k UHD content it's not getting there. So what am I missing ?

All streaming apps reduced the quality of the streaming based on bandwidth as well as other factors. e.g. if your setup does not support multichannel audio, then most will not offer that option.

If Prime is only showing 1080p content that it is a Prime thing. It is their app and their implementation.

Bandwidth isn't the problem I get between 350 to 550 Meg download. The content is in UHD and yeah the screens aren't 4k but higher than 1080 so that's why I'm assuming ( dangerous I know ) that there's something I'm missing in settings but I can't find anything.

Well bandwidth isn't the problem but I'm beginning to think it's poor optimisation of the app which is annoying if so or there's a tucked out the way setting that I've missed.

4k HDR YouTube no problem.

Prime video, max is 1080p.
