UPDATE: I disabled high resolution mode in good lock and started DEX and it was in 1080p 60hz. This is the first time ive gotten 60hz. Sadly its not 4k or even 2k so this is not an ideal fix but is better than only getting 30 hz. Still looking for a solution...

TCL 55 c805k TV with 4k 144hz, 4k 120hz, 4k 60hz hdmi ports
Issue:
When I connect my s24 ultra to my TV, using any cables, on any hdmi ports, the S24 Ultra throttles to 30 hz immediately, and the tv shows the resolution mode as 30hz.
Its not just the TV screen, the phone screen itself appears to be 30 fps (not sure if 30 hz). Swiping menus etc is low framerate.
I connected an iphone 15 using the very same cables, and it ran perfectly fine at 4k/120hz on the best cable, and 4k/60hz down to 1080p/60hz on the other assorted cables.
When i tested the s24 ultra on an older 1080p tv it ran at 1080p 60hz fine. As did the iphone.
I also tested on a 1080p monitor and the s24 ultra ran at 60hz.
It appears the s24 ultra wont run the screen above 30hz when connected to a 4k display.
Why doesnt the phone run at 60hz or 120 hz?
My devices are fully up to date
DEX is off
Force 4x MSAA is turned on in dev settings
Tested in safe mode
Tested with many apps/home screen.
Tested with all 3 resolutions on the tv.
