Dang, that's really annoying. One of the things we have to deal with as android users I guess 🤷♂️

The problem is caused by a wrong version of the Samsung Pay Framework app, which can be found only in Settings. If you have version v15.x.x, you cannot set up the Samsung Wallet. To fix it, you can try to uninstall the updates of Samsung Pay Framework and install Samsung Wallet again, but if you can't uninstall the updates of Samsung Pay Framework, you will need a PC and to connect the phone via USB cable.
adb shell pm disable-user --user 0 com.samsung.android.spayfw
adb shell pm enable --user 0 com.samsung.android.spayfw
This method requires some PC knowledge, and it fixes the issue without resetting the phone. This is how I fixed the issue on my S23 Ultra after the Samsung Wallet became available in Romania.

Thank you for your response and interest. I did all the steps you mentioned, but they did not work for me because I had enabled the cancellation of system debugging when I formatted the device for the first time. This became clear to me when I performed a factory reset of the device and solved the wallet problem.

Hello i had the same issue on my S25 Ultra indeed i think i might update some app including Samsung pay/wallet via apkpure. And that action might have updated the Samsung Pay Framework to v15.xxxx
so i followed the procedure from RxR but it did not work. here is a tweaked workaround that worked for me based on RxR procedures :
1. before uninstalling S. Wallet from the phone go to phone settings
then app > search for Samsung Wallet force close the app
2. on the storage part of S. Wallet clear cache and data then uninstall
3. go back to app > search for "Authentification Framework" force close the app and ONLY clear cache
4. go back on the app information and use the three dots at top right and uninstall updates
5. go back to app > search for "Samsung Pay Framework" force close app, clear cache and data
6. Follow RxR procedures. if Samsung Wallet still failing do this :
7. do step 1 & 2 then step 5
8. basically run only the lines in Yellow from the image.
9. install from Samsung store the Samsung wallet app and try to setup. i had to try 2 or 3 times before it downgrades "Samsung Pay Framework" to v5.xx and then i was able to proceed.
At this point if you’re successful manage to setup Samsung wallet, you might see that none of your previous card are available. You will need to go to setting Samsung account > Samsung pass then it will ask to update "Authentification Framework"
and finally you will be able to recover your previous card.

As of 2025 May 10th, the easiest way to fix should be downloading the Samsung Payment Framework 16+ from Apk Mirror, and overwrite the 15.2.52.

Samsung solved the problem late after the users reset the factory.
