Unfortunately in some instances if a phone was purchased in another region i.e in your case Iraq, to be then used in the UK, then some functions and features may not be available.
For example I imported a Samsung Note²⁰ from Hong Kong into the UK, and Samsung pay didn't work either.
You cannot get this to work via any settings in your phone.
Also Samsung Uk wouldn't be able to help support the phone if a technical issue happened meaning the phone needed repairing.
It's a few of the caveats of buying a phone and then using it in a region it wasn't launched to be used in.

I switch my from S23U to Flip6 and im having the same issue.
If samsung pay doent support international version, then dont, allowed your phone to be sold outside its distributed region..
