Quick Share now requires Bluetooth to be turned on for the device to send or receive. It was not like this before the merge with Nearby Share.
This is very annoying as previously I would send files from my phone to tablet without having to do anything, but now whenever I want to send something to my tablet I have to open it and turn the Bluetooth on
I believe that before this, Quick Share itself would turn on the device's bluetooth automatically, and the Bluetooth on a device didn't need to be on for it to be detected.
This is annoying because I like to keep my Bluetooth off on my tablet to prevent it from connecting to my devices.
