If that's the case, which file manager is being used to send through and is it the same for both devices?
UPDATE: So a couple of things I noticed, my file manager I used was not sending the folders via quick share, but using Samsungs own file manager it does. My S24 Ultra can both send folders (with files) and receive as tested alongside my S21 Ultra. The file manager you're using is the likely culprit.
