Since the mic works with WhatsApp, I think we can assume the mic is not the issue.
You also should have two Phone apps, the one that is a green icon is the Samsung issued app. There is also a Google Phone app. Try the Phone app you're not already using to see if that solves this issue. (I tried the Google Phone app on an older phone but had problems with it.)
Also, in Settings / Device care / Diagnostics you can check out various features of your phone to perform tests on.
