I can confirm that step 5 does not work. I have made a phone call, I have setup my Wallet, I use it to pay, so it has a card added. I have done step 9, but no reply so far.
I had found the documentation on this page:

I do qualify to the £30 voucher, according to the full terms and conditions, note that the terms and conditions for the £30 is after the terms and conditions for the £10.

However, I do not have the Boost app or the Voucher.
These are the steps for claiming:
1. If you are a Samsung Galaxy S24 customer, you can redeem your Galaxy Store voucher through Samsung Wallet
2. After setting up, just swipe up on your home screen to access Samsung Wallet
3. If you’re not already a Wallet member, sign up
4. Head to the Menu then you will find the Galaxy Store promotion under the Promotions tab
5. If you can’t see the Galaxy Store promotion, this might be because you haven’t made a phone call yet on your new handset, once you have made your first call this promotion should appear
6. Select the Galaxy Store promotion
7. Accept the terms and conditions and hit ‘Confirm’
8. Copy the promotional code and head to Galaxy Store
9. Any issues get in touch with Galaxy Store support: Select ‘Menu’ in your Galaxy Store app, select ‘Settings’, select ‘Contact us’, select ‘Ask questions’ and then type your question to us
