I have a somewhat similar issue with my bank in the US, I live in the Netherlands.
The problem is with the app in my case, they are aware of the issue; I am able to access my accounts using a web browser on my phone.
If you can reach your bank using a browser, consider simply saving a link to your Home page until the bank sorts this out.
