Tried sending a photo in a text message and this came up, what does it mean? What can I do? (Not very clever when it comes to technology)
Further to what @Tourbillon De La Vie has recommended, @wellie1972, are you using Samsung Messages or Google Messages on your phone?
The message that's showing in your screenshot, however, does indicate that the ability to send photos via text message or the use of MMS (Multimedia Messaging Service) is not active on your account/calling plan at present.
