I have S22 Ultra, there is a software update 42.0, it starts to download, but doesn't finish. I'm not factory resetting my phone for their bug in their software update. Typically it is something that will work itself out. Several months ago, I was not getting any network (4G or 5G) for like 2 days. I went to Verizon and all... per several people, they said it was definitely a hardware issue: antenna, motherboard pins, etc... I almost opened up my phone, installed a new antenna, mother board, because of everyone's recommendations. Turned out, after an update 36 hours later, it worked fine. Doing some of these drastic things just for their buggy software, it ain't right. I'll hold off. I hope our issue gets fixed soon.

I changed my phone time to my local time and the update resumes again

Turn off WiFi and download via mobile data. Worked for me.

This was the solution. I created an account just to say this. Download it via mobile data. Problem solved.

Mine just worked one day, so there was something that was a bug that was fixed. I'm just happy it worked.
Additionally, I have read people saying:
Not for nothing, if there is a security update, no user should have to do any additional actions like these to just updated their phone (yes, I get that you need to have enough battery for phone to stay on to update). But c'mon, Samsung, you are better than this. Anyways, again, one day, mine just worked. So all is right in the digital world for this S22 Ultra user.

Update 2025:
To Reiterate:
1) It works on mobile data. But why?
2) Turns out it's to do with my adguard blocking some of the required domains over wifi. Temporarily disabling the AdBlock fixed it on WiFi for me
