S23 Ultra video random frame rates despite 'Auto FPS' disabled

Tried all combinations of video settings, including turning off 'Auto FPS' and yet every video recorded has a different frame rate (see below screenshot from Premiere Pro).

Anyone know how to disable this and get consistent frame rates?? get the same outcome with auto fps turned on or off.

+1 on the issue, S23 in my case. Neither turning the Auto FPS off nor setting the fixed shutter time in the pro video mode yields a video file with a fixed frame rate. This is absurd cause my other phone, cheapo Redmi Note 9 Pro can create fixed frame rate video files with no issues at all. Phone software is the most recent I can get, OneUI 6.0, Camera app version 14.0.00.93.

Samsung, please fix this issue cause otherwise I cannot recommend this S series to anyone wanting to record a video suitable for post.

S23 Ultra here. I have been a big fan since my Note 5. Just imported videos from my cruise and almost every single file is a different frame rate. IT IS CRAZY! I have no idea what to do in Premiere because none of them match

 It still has this issue in June 2024 and it's very annoying. I have the S23 with the latest firmware with auto FPS turned off.

Hi... S23 user here with the same issue. I searched the web and was surprised to only find this thread given how immensely annoying the issue is! I clearly have "auto FPS" disabled and some of my videos still deviate from the set 30 fps, picking up the likes of 24 fps and 29 fps. (What I find weird is that if I shoot two test videos in the same conditions, the purely back-facing one will pick up 30 fps while the one starting back-facing and continuing front-facing will only have 24 fps, as if the camera no longer considered the 30 necessary under the same conditions.) All that said, I would not normally mind the slightly lower frame rate but this often makes it impossible to combine videos into one: For instance if I want to append 30fps-24fps-30fps or 24fps-30fps-30fps videos, the end product will be in 30fps and the part that originally had the lower frame rate will stutter as badly as if it was in 6fps. Any suggestions to tackle this video editing/appending problem would be greatly appreciated.

So it's January of 2025 and this issue has still not yet been resolved.  I bought this phone specifically for the camera, for both stills and video to augment my professional gear or to go light while travelling.  The quality is pretty terrific except for this one problem.  

You can use the free Shutter Encoder software for Windows or Mac to losslessly change the FPS on the resulting file, but sometimes the frame rate difference is so small that it doesn't always work and I still end up with repeated frames in my editor.  I would really, really like it to lock to 29.97 FPS standard NTSC frame rate.    Currently I batch run all output from this phone through Shutter Encoder and it mostly works, but is a pain to take that extra step.   A phone that is marketed with 'pro' features should work as expected.  If this is not resolved I will be looking at other phone brands for my next phone and will not reccomend samsung to anyone looking at it for media purposes.

I sold my S23 Ultra. So many updates but no improvement. That's an absolute no-go.
