I think i've found out what's going on. It is not fingerprint scanner issue, or lock screen issue. The whole screen may not register your touch from time to time. I've noticed this while trying to turn on wi-fi/sound in notification panel (top view, not fully expanded).
There was no notifications, so "no notifications" message was shown. I tapped on sound icon and it didn't react, but "no notification" message dissappeared and appeared again exactly like fingerprint icon did on the lock screen. So i had to tap again to enable it. Same happens with other options in notification panel.
It's a bigger problem than i thought. Test it for yourself, it happens pretty often.
Here's a video, it's clear that a tapped exactly on the icon , but this time nothing happened.

Same on my 23 Ultra.. I even done a hard reset and it didn't help. Come on Samsung, do something about it.

Wow, that's unfortunate! Hope, at least they'll fix it for the time being. Because it worked perfectly before.
Edit: Just in case - after april's security patch on my s23 it seems that all issues have been resolved! Both lock screen and notification panel. Phew 😅
