The updates are rolled out to many different devices that still have support for software updates.
The 'official' communication was for the S24 range and fold / flip 6 to begin rolling out on 7th April which is did... and started in some regions such as Korea.
This week and yesterday in particular the UK region started receiving S24 and I believe some fold and flips 6 updates.
Software rollouts are sent in batches and therefore not everyone with the same phone gets it simultaneously. Simply the 'over the air' update servers would never cope sending millions of updates at the same time.
The S23 will be soon in the 'pecking order'. However in terms of asking when... that is a good question that cannot be answered just yet.
It also depends if you bought your phone from a carrier or a 'vanilla unlocked' version from the samsung website. If it has custom software with some Vodafone/ EE or other influence, then they will also do their own testing... hence it adds a bit more delay.
The short version... I think you are close, but cannot put a timescale on it just yet.
