I purchased an S23 FE from an Amazon seller, it has the serial number SM-S711B/DS and a sticker saying first usage with Indian Sim card only.

It didn't state this on purchase, it said sim free.

Shall I request a return?

@TP1987: If the phone is intended for use in India, then you would be required to make a 5-10 minute call to a local number inside India, using a SIM card from a carrier in that region, in order to unlock it for use with network SIMs in other countries. The sticker on the box does suggest that this has not been done, therefore you may wish to reach out to the seller directly to see if they're able to clarify this for you.

Hey there and welcome to the Samsung UK and EU Community Customer to Customer Forum

In addition to the excellent guidance from @AndrewL

I would advise returning the device regardless (assuming you are not based in India or one of the other countries the device is designed for). We see regular comments on here about users struggling to update devices due to them not being in the region designed for and even with SmartSwitch still having issues updating.

Entirely up to you but I wouldn't keep it myself.

What is the service provider software version on your phone? If it's says EUX, then it's UK based.
