Yes, turn it off as RAM plus memory is slower than physical ram so will slow down your phone.

Do you need more applications running in background? Then enable RAM Plus with high settings. You don't care about killing applications and you preffer more storage? Turn it off.

I recomend you to turn it on and set 4GB.
