Hi @Joe1944 ,welcome to the Samsung Community 😃
If you are using Samsung Messages go to Messages and 3 dot Menu ,Settings-More Settings-Text Messages -Show when Delivered.
If using Google Messages tap profile and Message Settings_Advance- Turn on Delivery Reports.
If the settings have been enabled and still issue sometimes this can be a Network issue.

@Joe1944 If issues persist I would try clearing the cache partition to seevif that helps. Some temporary cache files can become outmoded or in some cases corrupt. These temporary files are deleted but your Data is intact
Follow these steps:
- 1. Turn off the device.
2. Connect To Computer , other Device or TV USB, Press and hold the Volume Up key and then press and hold the Power key
3. When the Android logo displays, release both keys.
4. Wait until the Android system recovery menu options appear.
5. Press the Volume down key several times to highlight wipe cache partition.
6. Press Power key to select.
7. Press the Volume down key to highlight yes, them and press the Power key to select.
8. When the wipe cache partition is complete, Reboot system now is highlighted.
9. Press the Power key to restart the device.

Try Settings > Notifications > Advanced Settings > Toggle On Manage Notifications Categories for each App. @Joe1944
