S23 Ultra - Repeat Notification Alert Not Working. No repeat Alerts at all

Hi, I have turned on Repeat Notification Alert in Advance settings. I am using it on app such as Messages and Wechat.

I have left the notification unread on purpose. It does not alert again in 3 mins, which is my interval settings. I am not in DND mode. What could be the reason? I have cleared app cache too.

This is a very good and impt feature. It has not worked for long time. I am also using "Modes and Routine" App. Not sure any interaction.

Can someone help?
