Your ahead of yourself it won't be for a while, only once the ui 7 rollout comes to a end then we shall see the next Andriod 16 ui8 released then.

one UI 7 is expected to come to the  S23 line up in May, a bit early to know about One UI 8.   It is speculated to be more of a refinement with a faster rollout but we await offical news.  Word is the Fold devices may launch with One Ui 8 in July but certainly no confirmation of that.

Be sure to wait for UI 7 to release first. Google will be releasing Android 16 first, as they develop the software. Then Samsung will add their own spin and release it on their newest models.

Most haven't seen Android 15.

Android 16 is currently in beta and with developing community.

In my opinion, don't expect Android 16 until next near on S23 series

My second guess is he is confusing. Might be wrong though. Android 15 coming end of April or in May for S23 series.
