If you have a case fitted. Sometimes the cases are made without a gap cutout for the ear speaker.
Or a screen protector, some kits like the Whitestone Dome use a liquid glue that if not careful, can block the speaker
You can also see if there's anything in the accessibility settings that might help

Or try the diagnostic under device care just to see if there's a difference between the in call result and the media speaker result.

A possible work-around, there are two phone apps, one from Samsung and one from Google. Try the other to see if that helps.

Under Volume settings if you tap the three dots in the upper right corner, you can go to the volume limit option... perhaps try raising the volume limit and see if it allows you to pump up the volume to somewhere that works for you?
If my directions are unclear, just search for "media volume limit" under settings and it'll take you there.
