samsung s23 fe cant make or receive calls unless the phone is reset after one UI upgrade

Every time my phone can't make or receive calls I automatically power reset the phone and each time the phone displays "upgrading one ui". 

I tried using different UI's and even then the one UI still gets upgraded then calls can't be made.

I have missed so many important calls I may switch to apple.

I went as far as purchasing a new model Samsung phone and I still get this issue.

Hopefully Samsung sees this post and offers a permanent solution.

If you've gone to the point of buying a new phone and that second phone has the same issue, it might be something you're doing that's causing it. Not seen anyone with a similar issue so it doesn't seem to be an issue with every device.

The usual suggestions would be reboot it. Clear the cache partition. Maybe reset it. Maybe even smart switch reinstall the os. But considering you said you bought a second phone, you're either super unlucky to own the only 2 phones with this issue or it's caused by something you're doing

Thanks for your reply.

I haven't changed any setting on the phone that would cause this. The phone has been reset, cache cleared. As you suggested if my original phone had an issue it may have moved to the new phone when I transferred my data using smart switch.
