Same issue here. It seems to occur  when paying with debit card only. Quickly switch to credit card then immediately it goes through. In both Google Wallet and Samsung Wallet removed the debit card from my Note 20.

Update 2024-02-20: Yesterday using the technique of holding the debit card to the back of my Note 20 with NFC turned on, I again attempted to add my debit card to my Note 20; it was not recognized. Did the same with the credit card, it is recognized.

This morning I called my bank, Chase. Explained the "moved too fast" issue, the debit card not being read by the phone's built in NFC, and the many times the phone's tap to pay feature with the debit card not working. The representative said it is a know issue without resolution. It is not about any particular phone nor OS, it is a well known debit card issue where tap to pay does not always work. He went on to say credit cards do not have the issue.

My guess, this may be some type of security issue protecting debit card users from using debit cards on phones. Interestingly, for me it did sometimes works most times not.

Okay, not again adding a debit card to my phone, in fact for security reasons the family has completely stopped using debit cards. With debit cards there is not any bank protection as there is with a credit card. Hope this helps folks.

Same thing here. Very frustrating. I had been using it flawlessly for months, but it's been about 2 months since it won't let me pay using the Wallet app. I am not moving it too fast either. It's a bug. I have updated the phone and the app, but to no avail

I have had this on two S23 Ultra phones now

Once I get the "too fast" error I can't use NFC payments again on any card until I restart the phone. Turning NFC on and off again is not sufficient.

Consequence is that I can't pay when getting off a bus and so I am billed for the journey to the end of the run.

Usually I have no issue.

This WILL be user error regardless of whether you think it is "rubbish".

: It is Rubbish until it happens to you! This occurred to folks I know, and myself. Phone was on the device, yet we sometimes receive the message Phone Moved Too Fast. Leave the phone on the terminal, restart the paying process again the message, Phone Moved Too Fast. Other than what my bank stated, "common debit card issue", the message does not make a lick of sense.

User error doesn't create a circumstance where I can't use NFC payments again on any card until I restart the phone. Turning NFC on and off again is not sufficient.

So don't use it too fast.

I use Google wallet multiple times a week and only occasionally will I get the phone moved too fast issue. I certainly don't have to reboot my device.

So as we should all be using the same OS it either comes down to user error or a conflict with other apps you've placed on your device.

The error message has nothing to do with the speed of moving the device.

It is also unacceptable that the feature failure requires a reboot. Having worked on mobile device sync technologies myself, that is simply unacceptable. Your simplistic diagnosis leaves out a lot of issues with the feature.
