I'm in the UK using a Samsung Galaxy s²³ Ultra purchased from Samsung UK and that app is definitely available to me on my Playstore.
Did you by chance import your phone or maybe who you purchased it from supplied a model from a region it may not be available in.
To remonstrate I've downloaded it and took screenshots.
Daily Driver > Samsung Galaxy s²⁵ Ultra 512Gb ~ Titanium Black.

OK @Anonymous User look at > Google Link > Fix problems downloading apps from the Play Store.
And try Settings > Apps > Google Playstore > Storage > Clear Cache > Then try again.
