Bixby voice missing from new s24 ultra

I recently bought a s24 ultra but I don't appear to have a bixby voice app. Only bixby vision. 

- no bixby settings after holding power button and continuing to setting menu

- no bixby setting in advances features

- no bixby voice app in my apps drawer or in the list of apps in settings

- bixby has not been put into deep sleep

If you look in your Samsung folder in the app drawer (assuming you kept it) do you not see the Bixby app?

If not, try the search bar from the app drawer and look for Bixby. Does anything show up?

Nope go to Samsung settings and find bixby

In the app drawer, searching bixby will offer bixby vision and modes and routines. Bixby voice is not shown.

That sounds to me like the Bixby app has been disabled. Try this, go to your settings>Apps and look for Bixby. Click on it and check if it's disabled, if so just enable it.

In settings > apps the only bixbi app is bixbi vision.  No bixbi voice.

That's unusual and unexpected, this shouldn't be possible as Bixby is a core Samsung app.

Agreed. I have been unable to find any resolution online. Happy to do any advanced troubleshooting up to and including adb commands.

You're fully signed into your Samsung account?

As far as I can tell. In settings, I see my samsung account at the top and I just set the password which was apparently an unresolved setup task.

I tried to disable/enable customization service as well. I had it off for initial setup but enabled it afterwards.
