Disabling autoscan on installation did not work? Did you try disabling app protection completely?

Factory reset didn't work for me and cost me hours of time. The suggestion to change app scan on install worked for me.

Me and my wife I have the exact same problem with different Samsung models(A54 and S23 Ultra)! After the One UI 6.1.1 update some apps dont update at all, others you cant even download it... In both cases the apps get stuck in the updating or downloading process. Even if you try to uptade the Google play services, the update gets stuck and dont finish. I tried everything in my S23 Ultra like clear cache from the apps and smartphone, the workarounds and even factory reset, and nothing works! Now i cant even install some apps I had after the factory reset, because of this issue. I made a shearch on Google, and I notice you have many people, from many countrys with this same problem and complaining about this, after One UI 6.1.1 update. My guess this update broke the google play store in some way, because if you use the Samsung Store you can install all apps normally, with no issues. SAMSUNG! FIX THIS!

I had the same problem and followed every step suggested by everyone. The only thing I didn't try was a factory reset. Google support didn't managed to solve it but I fixed it:
Installed a vpn and managed to finally resume the google play update. After that, i managed to update every app without any issue.
