I appreciate you want to be able to set up your phone as you want to, and use functions and features ,or indeed not use them as you see fit.
Settings relevant to this are typically in your Settings > Connections section.
If this isn't showing as an option then your neyworks sim card maybe controlling this option.
It might be beneficial to also speak with your network's customer services.
Won't harm to send feedback via your Samsung Members App too.

Volte has big issues, it's just as bad as whatsapp call. Unfortunately after updating phone, I'm unable to turn it off.
