Who supplied the phone to you may I ask ?
I ask because if the phone has been imported into your country or supplied by a reseller i.e a grey market unit then Samsung Pay won't possibly work.
I imported a phone from Hong Kong and used Google Pay , which wasn't a deal breaker as I prefer Google Pay over Samsung Pay for a few reasons.

So the phone was supplied by Samsung directly in your region or via a Mobile Network in your region then ?

Samsung Pay is found in the Playstore.
Is your Playstore set correctly for.your own country / region.
