Can't pull down notification bar

I can't pull down notification bar while using any app, settings etc. It work only on the home screen or if I'll rotate the phone. It happened 2 days ago. I tried to do factory reset and it didn't help.

Also my Samsung started to like live it's own life from time to time. Like when I'm on messenger it minimise it or won't let me to type...I have one crack on the side that happened like 3 weeks ago but I don't know if this might be a cause after 3 weeks because before was okay

I've been using my old phone as my new one is being repaired.

I'm currently using my note 8.

After the up date last month. I've been  unable to use the swipe down function. 

I haven't been able to find a solution.

Don't have that good app and tired a forced restart. Only thing I haven't tried is a factory reset.
