Can't pull down notification bar

I can't pull down notification bar while using any app, settings etc. It work only on the home screen or if I'll rotate the phone. It happened 2 days ago. I tried to do factory reset and it didn't help.

Probably not the same issue but also note 8 here, swipe down goes blank and darkened, touchscreen becomes mostly unresponsive.
Several restarts didn't help, but a power off and manual power on fixed it for me. 
I can re-create the problem by:
switching from "Optimized" power mode with "Adaptive power saving" on
to "High performance" power mode and "Adaptive power saving" off (automatically switches off by choosing High performance)

I found out it was because I had dropped my phone the top had stopped working but would work with my note pen.

When I woke up one morning, I discovered that I couldn't swipe down the notification bar. So many things have been tried, but none of them have worked. I haven't attempted the factory reset option yet. Is there still no solution?

 Same issue here on a S8+. The whole top of the screen quits working when an app is open, so I cant access anything like the settings button on my app. It works fine from the homescreen or in landscape. I can use the finger sensor to open the notifications when an app is open, but that doesn't help with the app features that I can't use.
