There is an issue with emergency alerts, specifically when the phone is locked, that hinders one's ability to view the emergency information. This is BIG issue--these are emergency alerts for a reason--a user should be able to easily access all the provided information in them.
Some emergency alerts contain links where one can find more information about the situation, missing persons for example. They usually have a link one can click on to view more details about who the missing person is, a picture, where they were last seen, etc. However, if this alert comes up while your phone is locked, you cannot click on this link. No matter what.
Why? Because you can't open that link without unlocking your phone. But the alert is a persistent one--it will not allow you to do anything until you dismiss it, including unlocking your phone. Attempting to click the link while the phone is locked prompts your phone to go to the pin/biometrics screen to unlock, but the alert--being persistent--returns immediately and doesn't allow you to continue unlocking. If you dismiss the alert so that you can unlock your phone, then the alert is, surprise--dismissed, and the link with it.
This is a gross oversight in the software of how your phone interacts with these alerts. Yes, I know I can find the alert in the notification history. But the link is no longer a link there, just text, and not copyable. If I want to go to the link, I have to go back and forth from the notif history and my web browser typing it by hand. And that is a bit much to expect a reasonable person--who just wants to be a good community member and aware of pertinent information--to do every single time.
Perhaps these alerts could require two dismissals. One to remove the lock screen persistent pop-up. After which it sits in the notification panel, and the second one to dismiss it from the notification panel. That way it would still be possible to access the link after unlocking the phone. Another option would be an ability to open these emergency links from the lock screen--in a similar limited capacity as your camera--or a way to unlock your phone without dismissing it at all.
