Samsung Galaxy A13 not being recognised on laptop

I've tried everything - connected with various data cables on a couple of laptops, accessed USB settings through the developer options to change to file options, none of which makes any difference. 

I cannot seem to access 'Settings > Apps > Tap the 3 lines with the downward facing arrow, to the right of 'Your apps' > Show system apps (toggle this on) > OK > Scroll down, and tap on 'USBSettings' > Storage > Clear cache > Clear data, then restart your device.' as when I go to the Apps tab the 3 lines do not have a downward facing arrow, so I cannot take it any further.

I never used to have this problem until the UI update recently. Does anyone have any ideas?

Thanks. I've now installed Samsung SMartflow onto both my phone and my laptop and whilst it can transfer via wifi, it will not do so via cable. Is there any advice?

I seem to remember that there used to be a way to change the technical aspect of the USB settings previously? That seemed to open the folder on connecting to a laptop.

Can't help thinking that it is the UO update that caused this problem.
