As already stated you can't delete the settings app. If it's not appearing in your apps drawer, you can access it in Quick Settings, the small cog icon on the top right of the screen.

Make sure that you haven't hidden the app. From the Apps screen menu > Tap on the 3 dots (top-right) > Home screen settings > Hide apps. If the app is hidden, unhide it by tapping on the minus (-) sign > Done.

@ni273: If you have removed the Settings shortcut from your Home screen, then please be assured that it can still be accessed in the following ways:
- Swipe up from your Home screen to access the Apps screen > Settings (cog symbol)
- Swipe down to open the Quick Panel, and the Settings cog will be visible in the top right corner of the screen
If you swipe up from your Home screen, as per the above, then you can press and hold on the Settings icon and select 'Add to Home' to add the shortcut to your Home screen.

Now this is one of two things have happened..
U accidentaly removed the home screen shortcut to ur phone and and think u deleted it..
In that case just enter the apps screen and tap on the finder bar (search bar) and type settings.. u should see ur settings app there..
If you swipe up from your Home screen, as per the above, then you can press and hold on the Settings icon and select 'Add to Home' to add the shortcut to your Home screen.
Or if u actually deleted the core app package sec.com.android.settings with a third party app or through root access or adb..
In that case then ur phone should be bootlooping.. ( but if it's not then maybe u didnt go this far or ur just lucky )
The only possible fix is to find an app package online or extract it from another phone of the same model and then side-installing it.....
or perform a factory reset..
