Is it possible to make Samsung Pass store data such as passwords only on a Samsung device and not in cloud?

Samsung Pass isn't a cloud based service. All data Inc biometrics is encrypted and stored in the 'Trust Zone' on your device.

But, there's Samsung Cloud sync option and I'm wondering if it's just an option or it uploads to cloud anyways. Plus, I'm asking about passwords, not biometrics.

You have the option to sync your Samsung Pass sign in information to Samsung Cloud. You can toggle this option off in the Samsung Cloud app. Biometrics, passwords, pass keys, auto fill data is all stored on your device in the Trust Zone. The integration with Samsung Cloud just means it's available to you on other Samsung devices. Handy if you buy a new Samsung device.
