Samsung galaxy watch 4 4g

Anyone know what this means? When ever I leave my phone in the house, so out of range from my watch, I get this notification

Hi all , could you test if Google pay works , got my watch 4 classic 4g direct from Samsung website. I have installed Google pay , set up cards but when I go to pay with Google pay , nothing happens

I have mine with Vodafone, the phone can make calls, the phone can call my watch using the dedicated number for my watch. The watch can use the 4G network as well with the phone in flight mode.  But no matter what I do I can not make outbound calls from my watch???  Anyone know why this might be the case?
